Activate two-factor authentication
POST/users/{userId}/activate2FA

Complete the Two-Factor Authentication activation process. This endpoint
is used after user has seeded an authenticator app with a TOTP secret
obtained from the activate2FA/start endpoint.
Authentication
Send an Authorization header of the form ModeCloud <AUTH_CODE>.
Must contain API key of the matching user.
