Deactivates two-factor authentication for another user; self-deactivation is not permitted via this endpoint and must be performed using /users/{userId}/deactivate2FA.
Authentication
Send an Authorization header of the form ModeCloud <AUTH_CODE>.
Must contain a project API key with admin permission, a service account token with the matching permission, or a user API key with permission to update users. If using a user token, it must not belong to the user in the URL.
